ASSESSMENT OF THE EFFECTIVENESS OF DIGITALIZATION OF MANAGEMENT PROCESSES FOR SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES IN MYKOLAIV REGION
Abstract
The article assesses the effectiveness of the digitalization of management processes in the context of sustainable development of territorial communities in Mykolaiv Oblast, taking into account current challenges and the level of digital transformation. It has been established that digital technologies play a key role in modernizing local governance, particularly by improving the quality of administrative services, ensuring transparency in decision-making, and enhancing citizen participation in management processes. The article analyzes the specific features of implementing digital tools in community governance, including in the areas of e-democracy, optimization of document workflow, digital support for entrepreneurial activities, and indicative assessment of transformation outcomes. Emphasis is placed on the triune approach to digitalization – as a social, economic, and environmental instrument of sustainable development. Special attention is given to the analysis of the institutional environment of digital changes in Mykolaiv Oblast, including the activities of the Department for Digital Development, Digital Transformation, and Digitalization, the organization of administrative service centers, and the “Community 4.0” initiative, which facilitates the implementation of conceptual digital projects at the local level. Empirical data are summarized concerning the functioning of administrative service centers, the state of cybersecurity, the development of digital skills, and IT infrastructure. The existence of disparities between quantitative achievements and qualitative indicators of digital maturity has been identified, highlighting the need to strengthen analytical support and introduce independent monitoring of digital transformations. A systematic approach to community digitalization is proposed, which considers regional needs, investments in infrastructure, improvement of the regulatory framework, and development of human capital in the ICT sector.
