BASICS OF SYSTEMATISATION OF METHODS OF MANAGEMENT OF INNOVATIVE DEVELOPMENT OF PHARMACEUTICAL ENTERPRISES

Abstract

The relevance of solving the problem of formation and practical implementation of the organisational and economic mechanism of management systems in the field of telecommunication services is determined by modern challenges, economic stagnation, cyclical economic processes, digitalisation of the information society, and rapid development of modern information technologies. It is proved that the implementation of the organisational and economic mechanism of management systems of telecommunication services enterprises is a strategically important task for the development of the national economy of Ukraine in the context of the difficult economic and political situation in the country. The conceptual apparatus of the organisational and economic mechanism of management systems in the context of the sphere of activity of telecommunication services enterprises is detailed. The article defines the organisational and economic mechanism, which, as a system of interaction of certain links and elements, drives a certain system that determines the order of a certain type of activity. It is proved that from an economic point of view, the organisational and economic mechanism should be implemented by formalising a systematic process approach, with the input being a resource form that provides the best result. The theoretical approaches to the formation of the concept of organisational and economic mechanism are generalised, which is adapted to the practical scope of application and requires clarification of the specifics of the telecommunications services industry and a certain system of elements of organisational and economic nature (objects, subjects, goals, objectives, policies, strategies, methods of interaction, process approach, methods, evaluation levers, etc.). It is established that the organisational and economic mechanism for managing telecommunications enterprises is one of the elements of adaptation of the telecommunications industry to the conditions of the internal and external environment, which is dynamically developing in the search for and implementation of proactive methods and realisation of opportunities that ensure sustainable development and the possibility of survival in the crisis conditions of war. The necessity of taking into account the factors of influence and specificity of the telecommunications industry in the practical implementation of the organisational and economic mechanism in the integrated existing enterprise management system using a process and systematic approach is substantiated. The telecommunications services sector of Ukrainian enterprises in today's crisis conditions exists on the verge of its technical and financial capabilities. Such a leap in the level of technical innovation, competition and capacity building in a critical uncertain environment requires a constant transformation of the economic and organisational mechanism of telecommunications enterprise management. In accordance with the sectoral characteristics of the telecommunications market, it is necessary to introduce improved methods of economic management, a system of planning and evaluation indicators, planning procedures, organisational efficiency factors, increasing the role of pricing in the provision of services (accessibility of the sector), financial support, self-sufficiency, introduction of trust funds and organisational forms of innovation based on scientific and technological progress. The specificity of the telecommunications industry in the organisational and economic mechanism of enterprise management is based on the following principles: strict adherence to the technology of information transmission using the latest scientific and technological achievements of the present; compliance with the regulatory and legal framework and consideration of industry-specific legislation; compliance with ethical norms of intellectual property rights in the telecommunications industry; close cooperation with research and development and consulting companies to obtain a high quality telecommunications product required for implementation in the telecommunications market; product quality control at all stages of implementation and sale of telecommunication services, as well as continuous monitoring and improvement; implementing the innovative strategy of the telecommunications industry in the context of a particular service; implementing the company's policy and goals aimed at meeting the needs of the public for quality telecommunications services that meet the demands of society. The organisational subsystem of the telecommunications enterprise management mechanism is formed as a subsystem for ensuring and supporting the main business processes through information, regulatory, resource, technical, and innovative support. The economic subsystem forms the methodological basis for ensuring the implementation of the following stages: management of the implementation of the process cyclic approach to the provision of telecommunications services, evaluation of the achievement of goals and results by monitoring the aspects of management and obtaining results, selection of strategic alternatives after analysis and audit of the provision of services. Thus, the organisational and economic mechanism is a complex interconnected dynamic system that is constantly changing and improving in line with strategic directions and achieving the goals of stabilisation and adaptation, as well as providing high-quality and innovative technological services that meet the needs of consumers and society as a whole.
