CLUSTER APPROACH TO REGIONAL ECONOMIC DEVELOPMENT: THEORETICAL FOUNDATIONS AND IMPLEMENTATION MECHANISMS
Abstract
The article examines both theoretical and practical aspects of applying the cluster model as an effective instrument for stimulating regional development and enhancing economic competitiveness. The significance of clusterization for creating sustainable competitive advantages, strengthening innovation activities, and optimizing business processes is analyzed. Key characteristics of clusters are identified, including spatial concentration of enterprises, the presence of leading anchor firms, structural organization of participants, and integration with supporting industries, educational and research institutions, and governmental bodies. It is demonstrated that clusters generate synergistic effects, promote investment attraction, foster human capital development, and enhance regional economic resilience. The article reviews international clusterization experiences, including Silicon Valley, as well as Ukrainian practices, such as the Lviv IT Cluster, which illustrate the effectiveness of collaboration between business, academia, and government. A typology of clusters is analyzed according to industry specificity and regional development models, including discrete, process-oriented, transport-logistics, innovation-creative, and tourism clusters. Special attention is paid to cluster-related risks, including administrative-organizational, technical-technological, socio-cultural, and financial-investment factors, as well as their impact on cluster performance. Mechanisms for risk management and balancing the interests of cluster participants are highlighted as essential for sustainable regional development. The article emphasizes the role of the cluster approach in enhancing territorial investment attractiveness, stimulating technological innovation, and promoting comprehensive economic growth. Based on the synthesis of international and Ukrainian experiences, prospects for further research are outlined, focusing on the adaptation of best cluster practices to national economic conditions, the development of innovation ecosystems, and the creation of effective business-government interaction models. Additionally, the necessity of comprehensively considering social, economic, and environmental factors in planning and implementing cluster initiatives is stressed.
