DEVELOPMENT OF AN ADAPTIVE MODEL FOR STRATEGIC PLANNING OF INDUSTRIAL ENTERPRISES BASED ON THE CONCEPT OF SHORT TACKS AND THE OODA LOOP

Abstract

In the current conditions of socio-economic systems transformation, intensification of global competition, rising economic uncertainty, and military risks, the issue of selecting an effective model of strategic management for industrial enterprises gains particular relevance. Traditional (classical) strategic planning, based on the assumption of relative stability of the external environment and the possibility of its reliable long-term forecasting, is gradually losing its effectiveness in a highly turbulent environment. The research is devoted to substantiating the necessity of transitioning from linear classical strategic planning to adaptive management models. Special attention is paid to the specifics of industrial enterprises’ activities in Ukraine during the wartime period, where exogenous uncertainty manifests itself through massive attacks on energy infrastructure, logistical restrictions, risks of production relocation, loss of skilled personnel, limited state support, and rapid technological changes. The study proposes a new management paradigm – strategic planning by short tacks combined with John Boyd’s OODA loop (Observe – Orient – Decide – Act). It is demonstrated that the classical model is effective in a relatively stable environment, whereas strategic planning by short tacks using OODA loops provides higher adaptability, speed of response, decentralization of decisions, the principle of “satisficing” (sufficient effectiveness), and risk distribution across numerous short cycles. The paper reveals the essence and advantages of the OODA loop as the operational mechanism of each tack, emphasizing its principles of cyclicity, dynamism, iterativeness, and information dependence. It is proven that competitive advantage in conditions of high uncertainty is achieved primarily through the speed of completing the full “observe–orient–decide–act” cycle compared to competitors. The research results indicate the necessity of transforming approaches to strategic management of industrial enterprises in Ukraine. The proposed model combines long-term strategic vision with operational adaptability, fosters a culture of flexibility, experimentation, and continuous organizational learning, and enhances the resilience of enterprises to external shocks.
