ФІСКАЛЬНА СТІЙКІСТЬ СОЦІАЛЬНИХ ТРАНСФЕРТІВ У СИСТЕМІ ПУБЛІЧНИХ ФІНАНСІВ УКРАЇНИ В УМОВАХ ВОЄННОЇ ЕКОНОМІКИ
Анотація
У статті досліджено фіскальну стійкість соціальних трансфертів у системі публічних фінансів України в умовах воєнної економіки. Визначено ключові макрофінансові чинники, що обмежують фінансування соціальних видатків, зокрема високий рівень бюджетного дефіциту, зростання державного боргу та залежність від зовнішнього фінансування. Проаналізовано трансформацію структури соціальних зобов’язань держави внаслідок збільшення кількості внутрішньо переміщених осіб, ветеранів і соціально вразливих груп населення. Обґрунтовано необхідність переходу до адресних механізмів соціальної підтримки та впровадження ризик-орієнтованого підходу до управління бюджетними видатками. Доведено, що фіскальна стійкість соціальних трансфертів визначається здатністю держави забезпечити баланс між соціальною функцією та макрофінансовою стабільністю.
