MECHANISMS OF FORMATION AND REGULATION OF THE SYSTEM OF LAND RELATIONS IN UKRAINE
Abstract
The article examines the key aspects of development and regulation of land relations in Ukraine in the context of transformation of the agricultural sector and constant changes in land legislation. Given the importance of land resources for the national economy and social development, the author analyses in detail the mechanisms by which land relations in Ukraine are formed and regulated, in particular, in the context of Ukraine's integration into international legal and economic structures. The author analyses legislative and institutional changes that affect the legal regime of land relations. The author examines changes in the legislation on property rights, lease, and sale and purchase of land plots, especially in the context of the ongoing land reform. Particular emphasis is placed on problems in land management at the local level, challenges related to corruption and inefficient use of land, as well as the need to ensure legal stability for investors. The author defines the role of the State in the formation of the land market and determination of the powers of government and local self-government bodies involved in the regulation of land relations. The author examines the interaction between public and private interests in land relations, in particular, in the context of land management to ensure sustainable development of the agricultural sector, conservation of natural resources and environmental safety. The article examines international standards and practices in the field of land relations which can be applied in Ukraine to improve the national land policy and ensure efficient use of land resources. The author identifies the main problems arising in the process of harmonisation of Ukrainian land legislation with international norms and suggests a number of ways to solve them. The author emphasises the need for further reforms aimed at improving the efficiency of land management, creating a transparent land market and ensuring equal rights for all participants in land relations. The author also highlights the importance of developing mechanisms to achieve rational use of land resources, which will contribute to economic growth and social welfare.
