INNOVATIVE AND DIGITAL MODERNIZATION OF UKRAINE'S ECONOMY: THE ROLE OF STATE REFORMS IN A TIME OF CRISIS
Abstract
This article examines the pivotal role of state-led digital reforms in facilitating the innovative and digital modernization of Ukraine’s economy amid multifaceted crises, including military conflict, economic instability, and technological inequality. Emphasis is placed on the strategic initiatives implemented by the Ukrainian government, particularly the Diia platform, as transformative instruments in the digitalization of public administration. The study provides a structured analysis of the digital ecosystem's institutional and socio-economic dimensions and presents a conceptual framework for understanding the integrated components of innovation-driven digital modernization. Key challenges identified include disparities in access to digital infrastructure, limited digital literacy, and heightened cybersecurity risks in the context of hybrid warfare. The article synthesizes interdisciplinary research and empirical data to assess the systemic impacts of digital reforms on economic resilience, business transparency, and administrative efficiency. It also underscores the contribution of digital platforms to the de-shadowing of economic activity and the enhancement of citizen engagement. The scientific novelty of the study lies in its complex evaluation of the state's transformative function during wartime, with particular attention to the integration of digital tools across national and regional levels. Policy recommendations are provided to promote inclusive digital development, with a focus on ensuring sustainability in post-conflict recovery. In addition, the study analyzes the evolution of user engagement with digital public services and the extent of regional digital maturity. The findings support the hypothesis that centralized digital policy – when adequately funded and strategically implemented – can substantially reduce governance gaps and catalyze long-term economic transformation. The Diia platform is highlighted as a flagship example of successful public digitalization, with measurable outcomes in administrative streamlining, public trust building, and institutional modernization. Further research is proposed to explore localized effects of digital transformation and to develop assessment models for digital maturity in crisis and recovery scenarios.
