A CONCEPTUAL MODEL FOR THE FORMATION AND REGULATION OF THE MINIMUM TUITION FEE
Abstract
The study is devoted to the development of a conceptual model for the formation and regulation of the minimum tuition fee in the higher education system of Ukraine, which is relevant in the context of financial imbalances caused by limited budget funding, regional disparities and external factors and serves as a tool for determining the base price of the contract between higher education institutions and students. Analyzing the existing mechanism for determining the indicative cost, approved by CMU Resolution No. 191, the author identifies its structural flaws, in particular, the inconsistency of the periods of financing and training, which leads to estimates. Based on the statistical data for 2024, the author demonstrates a significant variation in the indicative cost between higher education institutions. The model proposed in this paper integrates two key parameters: sectoral profiling through the differentiation of cost estimates of training costs by specialty, as well as the regional context, which takes into account the set of infrastructure, economic and security conditions. The regional coefficients introduced in the model allow compensating for asymmetries between regions due to factors other than the potential for quality training. At the same time, the model provides for an adaptive regulatory mechanism that expands the ability to respond quickly to new challenges and institutional monitoring tools to prevent dumping and maintain the quality of education. The risks and limitations arising from the use of the regulatory mechanism as an indicative cost of education, including restrictions on autonomy, social consequences, and regional disparities, are systematized. The study emphasizes the need to transform the mechanism for calculating the cost of education with an emphasis on cost estimation by specialty, which will be the basis for further research. The results of the study are of practical value for government authorities, HEI managers and educational policy makers, offering a scientifically sound tool to ensure the financial sustainability of higher education in the face of modern challenges.
