ANALYSIS OF THE FINANCIAL SUPPORT FOR INNOVATIVE EDUCATION IN UKRAINE: CURRENT TRENDS AND DEVELOPMENT PROSPECTS
Abstract
The article addresses the current state of financial support for innovative education in Ukraine and examines key development trends for the period 2017–2024. It outlines structural changes in higher education institutions (HEIs) of accreditation levels I–IV, driven by socio-economic transformations, educational reforms, and external political factors. The analysis of institution numbers, student enrollment, and graduation rates highlights the stabilization of the higher education system and the consolidation of institutions to optimize material, technical, human, and research resources. The study reviews contemporary trends in innovative education, including the digitalization of learning processes, the expansion of distance and blended learning formats, and the implementation of interactive platforms, electronic document management, and virtual laboratories. It also examines the link between government policy initiatives, financial mechanisms, and the practical outcomes of HEIs, identifying key challenges such as unequal digital infrastructure, limited commercialization of research, and insufficient incentives for private investment. Recommendations are proposed to enhance the efficiency of financial resource utilization, including the adoption of results-oriented funding with clear KPIs, the development of public-private partnerships and grant programs, the establishment of monitoring and auditing systems, and the professional development of academic and research staff, including participation in international projects.
