RISK MANAGEMENT IN THE CONTEXT OF RESILIENCE OF TERRITORIAL COMMUNITY UNDER MARTIAL LAW
Abstract
The article analyzes the scale and consequences of the destruction from a full-scale invasion of Ukraine. The role of local self-government in addressing risks caused by the war has been defined. It is proposed to examine the resilience of a territorial community through the lens of economic, financial, institutional, personnel, and motivational resilience. The role of international standards ISO 31000, COSO, SO 18091 in identifying, assessing, and minimizing the impact of risks is described. The importance of implementing effective risk management systems in the territorial community based on international standards ISO 31000, COSO, SO 18091 is emphasized. The stages of risk management assessment in a territorial community are analyzed. The positive experience of implementing a risk management system is illustrated using the example of the Lviv territorial community. The importance of establishing an effective risk management system in a territorial community to support the development of a resilience strategy is emphasized. It is proposed to consider risk management as a holistic and comprehensive system that includes identification, analysis, assessment and control and is aimed at effectively responding to risks. The implementation of regional (local) risk management systems should become one of the strategic tasks for local governments. It has been studied that when developing risk management systems, it is worth adapting foreign experience and expertise, international standards for risk management, taking into account the context and requests of the relevant region. The use of a holistic approach, which is formed on interagency cooperation and interaction, will allow the creation of inter-sectoral risk management committees at the community level, which will be able to promptly respond to possible risks and their consequences to increase the sustainable resilience of communities. It has been proven that the implementation of a risk management system in a territorial community will contribute to increasing the level of security, stability and long-term resilience in modern conditions of martial law, which requires further scientific research.
