STRATEGIZING INNOVATIVE CLUSTER ECOSYSTEMS IN THE CONTEXT OF GLOBAL SHIFTS FOR POST-WAR TOURISM RECONSTRUCTION

Abstract

The article proves that the implementation of tourism cluster ecosystems is an effective concept and innovative tool for post-war recovery and breakthrough development of the industry, focused on synergy, sustainability and competitiveness. The authors systematized theoretical and methodological approaches to the architecture of cluster system formation, developed a methodological design of universal cluster ecosystems. An algorithm for developing an innovative cluster strategy is proposed. The purpose of this article is to develop theoretical and methodological principles and practical tools for the formation of tourism cluster ecosystems for the post-war economic recovery of Ukraine. The research methodology is based on deepening methodological approaches to the formation of cluster systems; on the use of the methodology of strategic analysis and strategizing. The authors proposed their own algorithmic tools for developing an innovative cluster strategy. As a result of the study, theoretical and methodological approaches to cluster formation were systematized. Based on the analysis of existing models of cluster system formation, their specific parameters and resource potential were determined, which allowed us to substantiate the conceptual model of the cluster ecosystem of the tourism industry. The result of the article is the development of a structural algorithm for the formation of an innovative cluster strategy. For the first time, taking into account large-scale war losses, it is proposed not just to rebuild the infrastructure, but to create tourist cluster ecosystems as a new paradigm for the development of tourist destinations. The original algorithm developed by the author for the formation of an innovative cluster strategy based on the analysis of qualitative, quantitative and structural changes in the activities of cluster ecosystem participants, resource potential and diagnostics of the external environment. The practical value of the work lies in the fact that the proposed theoretical provisions and methodological tools can be used by state administration bodies, local governments and management of cluster systems and individual tourism business entities to develop specific programs and strategies for post-war restoration.
