SMART – SPECIALISATION IN UKRAINE: ECONOMIC AND LEGAL PROBLEMS IN POST-WAR RECONSTRUCTION
Abstract
In the last few years, the issue of justifying and implementing a modern regional development paradigm has been actively discussed in scientific and practical-expert circles in EU countries, and more recently in Ukraine. One of the key tasks in ensuring the balanced development of the national economy is to achieve its sustainability. This is particularly important in the context of the need for rational use of natural resources and reduction of negative impact on the environment. It is in this context that the concept of ‘smart specialization’ emerges as a strategic direction for sustainable development of both foreign and domestic economic activity. Evaluating the effectiveness of smart specialization, its impact on Ukraine's economy and socio-economic processes, as well as determining the level of ‘smartisation’ of industries, enterprises and local communities and their ability to adapt to the digitalization of all spheres of public life are important tasks of modern regional innovation management. This is particularly relevant at the stage of forming a new smart production system and transforming production relations. In the regional policy of European Union countries, the smart specialization strategy is an effective tool for accelerating innovative development, structural and technological modernization, and increasing the competitiveness of regions. The focus of the modern European approach to regional development is on analyzing productive forces and resources, identifying value chains, comparing potential costs and benefits, and searching for activities that can deliver real economic benefits for a specific territory. This approach is implemented through the use of the latest digital tools aimed at strengthening the competitive advantages of regions and shaping their individual development trajectories. Smart specialization involves the targeted concentration of public resources on investment in knowledge and innovation in specific activities. This makes it possible to strengthen or create new comparative advantages for regions in both existing and potentially promising sectors. The significant potential of using smart specialization to shape regional strategies and stimulate innovative development in Ukraine's regions has been emphasized. The existing legislative framework and established methodological tools create opportunities for domestic regions to apply modern scientific approaches when developing and implementing their own development strategies.
