STRATEGIC MANAGEMENT OF INFRASTRUCTURE PROJECTS IN UKRAINE’S MARITIME TRANSPORT SECTOR
Abstract
The article examines the theoretical foundations of strategic management of infrastructure projects in the maritime transport sector of Ukraine. The purpose of the study is to develop an integrated conceptual framework for building an effective strategic management system that takes into account the specific characteristics of large-scale maritime infrastructure projects, including their capital intensity, long-term implementation horizon, high level of uncertainty, and dependence on macroeconomic and institutional factors. The author substantiates the feasibility of combining systemic, project-based, institutional, strategic managerial, value-oriented, evolutionary-institutional, and innovative approaches in the process of designing a project-specific strategic management model. Particular attention is paid to the systemic approach as a tool for modeling interconnections between project elements and assessing resilience to external and internal risks. The project-based approach ensures structured life-cycle management, while the institutional approach enables consideration of regulatory, political, and socio-cultural constraints. The innovative approach emphasizes digitalization and sustainable development principles as drivers of efficiency and transparency. The scientific novelty of the research lies in the development of a comprehensive system of criteria for evaluating the effectiveness of strategic management of maritime infrastructure projects. The proposed evaluation framework integrates strategic, financial-economic, organizational-managerial, social, environmental, and institutional indicators, allowing for multidimensional assessment of project performance and long-term sustainability. The practical significance of the obtained results consists in the possibility of applying the proposed methodological tools in the preparation, planning, and implementation of maritime infrastructure projects, including public-private partnership initiatives and projects supported by international financial institutions. The study concludes that effective strategic management in maritime infrastructure requires adaptability, integrity, stakeholder balance, and innovation-oriented governance, ensuring sustainable development and increased socio-economic impact at both regional and national levels.
