STRATEGIC GUIDELINES FOR SUSTAINABLE DEVELOPMENT OF UKRAINE IN TIMES OF CRISIS CHANGES

Abstract

The article examines the strategic guidelines for ensuring sustainable development of Ukraine under conditions of crisis transformations caused by military, economic, and social challenges. The relevance of the study is determined by the need to rethink traditional approaches to development management in the context of increasing uncertainty, instability, and large-scale external and internal shocks affecting national economic systems. The research substantiates the importance of implementing a comprehensive, flexible, and adaptive state policy based on the principles of sustainability, inclusiveness, resilience, innovation, and strategic coherence. Particular attention is paid to identifying key strategic priorities, including digital transformation of the economy, environmental modernization, strengthening institutional capacity, improvement of public governance mechanisms, and systematic support of entrepreneurship as a fundamental driver of economic recovery, structural transformation, and long-term development. The study emphasizes the necessity of integrating European standards, norms, and best practices into national development strategies, which will contribute to increasing transparency, improving the efficiency of resource allocation, and enhancing the overall competitiveness of the national economy in the global environment. The paper also highlights the role of effective resource management, human capital development, social cohesion, investment activation, and innovation support as essential components of sustainable development. It is argued that Ukraine must form a flexible, adaptive, and resilient development model capable of responding promptly to external and internal threats while maintaining a balance between economic, social, and environmental dimensions. The results of the study can be applied in shaping state development strategies, improving public policy instruments, supporting decision-making processes, and ensuring sustainable economic growth in the long term under conditions of ongoing uncertainty.
